Expressions of Interest for Membership of the Steering Group to develop a Debt Settlement Arrangement Protocol and a Personal Insolvency Arrangement Protocol

The Insolvency Service of Ireland (ISI), is seeking expressions of interest from suitably-qualified persons to form the membership of the Debt Solutions Protocol Steering Group.

The Debt Solutions Protocol Steering Group is being established by the ISI to develop a Debt Settlement Arrangement (DSA) Protocol and a Personal Insolvency Arrangement (PIA) Protocol that can be used by personal insolvency practitioners (practitioners) when they are making straightforward proposals to creditors for either a DSA or a PIA. This will have the advantage of making the DSA process and the PIA process more efficient and less time consuming for all stakeholders involved in the process.

The ISI will consider the expressions of interest it receives from those wishing to participate on the Steering Group and will select and invite representatives from practitioners, creditors and debtors to the Steering Group. Candidates for the Steering Group should have relevant knowledge of and experience in personal indebtedness and insolvency.  The Steering Group will act as the high level decision-making body for formulating the protocols, will be responsible for setting the scope of the work to be undertaken and for establishing working groups where these are necessary to progress discrete work streams.

The ISI wishes to ensure that all stakeholder views are represented in every aspect of this work. To ensure this the ISI will appoint members from:

  • small and large firms of personal insolvency practitioners; 
  • creditors representing a wide distribution of creditor interests; and
  • individuals representing as wide a range of debtors as possible.

A short target time frame has been set for completing the initial DSA Protocol and the intense work required to meet this target will require those expressing an interest in being on the Steering Group being available to meet on a regular basis over the coming weeks. Provisional Steering Group meeting times and dates have been set for: the afternoons of the 19 February, 5 March, 19 March, 2 April and 16 April.

We envisage that the Steering Group may need to establish working groups which will meet more regularly.   If you are interested in being involved in developing the DSA Protocol and the PIA Protocol but are not selected for the Steering Group then these working groups could present an opportunity to engage and contribute.

To express your interest please fill in the expression of interest form. It is expected that the Steering Group will agree its terms of reference at its first meeting. For ease and assistance the ISI has suggested draft terms of reference. Both documents are attached at appendix A.

Expressions of interest should be submitted by email to by close of business on 14 February 2014.

The ISI reserves the right to invite individuals who did not submit an expression of interest to join the Debt Solutions Protocol Steering Group at its discretion.
